Mage: Smells like burning

Game went a bit better overall this time now that we're at the table.  I didn't feel people were flagging as much this time.  Quick synopsis:

The players followed up on a lead that lead them to an integrated circuits plant in the industial part of town.  After some sneaky shenanigans (that involved exploding millions of dollars worth of equipment) they managed to figure out who at the plant was a mage and stole some files from him.  They determined that he was building some kind of ley line altering device.  They had a curt meeting at a nice restaurant, and arranged a meeting with the lackey's boss, Octavius at a warehouse at midnight.

What went badly. 
I didn't expect the players to try to reason things out with Murphy (the IC plant mage), let alone try to talk to Octavius.  I just sort of improvised.  Octavius wasn't/isn't thoroughly fleshed out, so I'm trying to consider how to handle the meeting at the warehouse.

I'm having a hard time engaging a couple of the players.  I'd like to be able to get everyone involved in the plot, but it's just a couple players who are really driving things, the others just seem to be along for the ride.

I let some scenes drag on too long.  I think the players kind of feel lost without any sort of frame for the scenes, but I have a hard time jumping in and cutting people off to try and start another scene.

I feel like there were a few other things that fell flat with this game, I'll come back and edit them in when I remember them.
