My reading of this article is that it's a misleading headline: near the end the statement "Germany is also moving to phase out nuclear power and replace it with renewable energy" gives away the reality. :)

I suspect that the closure-through-bankruptcy of East Germany's highly polluting factories might have had a bit to do with it ...

I am no big fan of the nuclear power cycle. In all the hoo-haa and crys "Captain, we need more power now".. nobody is giving serious consideration to a Thorium based nuclear power. Surely if anybody is half serious about a nuclear powered solution, they should go away and research an consider all the sensible long term options. Especially when the waste generated is going to be around for a very, very long time. When I mention this to my pro-nuclear friends, they usually scratch the heads and start making excuses.

Messing about with dirty technologies makes as much sense to me as .. say, testing nuclear weapons on the surface of our planet?
