Yup! I really like those two episodes. That's absolutely where this is coming from. :)

It came to mind because there's a scene in Final Fantasy VI that very much reminds me of the bar that Janeway's holodeck character is running. Occupying empire, people in resistance, trying to keep the soldiers distracted so they don't cause trouble. Struck me that there's a game in there!

Would you be adding fantastical elements, or playing it relatively straight?

I like the idea of playing it straight, but you could go either way. Depends on what the players are interesting in, I guess.

That said, this would be fertile ground for a group of monster hunters. Monsters probably love war times.
