Ubuntu is a free operating system that's a good, functional alternative to Windows. Thus far I've found it to be very user-friendly, and there's a wide variety of quality free software available for it. You can even run Windows programs in it with an emulation program called Wine.
I am intrigued by this Dvorak layout. I would probably need to find stickers for my keyboard keys, though. I tend to look at my keys a lot when I type.
It is indeed Linux-based. I have no programmer-fu, but have some familiarity with Linux systems due to rooming with my computer geek sister during college. Ubuntu is much more user-friendly than anything I've ever encountered, and so far it runs better than my Windows computer. I've never had a Mac, so I can't say how they compare
