MIT won't necessarily be so much of a reunion as might be expected, as it's likely people are gonna start moving further away for more solid blocks......
Penn sounds like a great choise, in large part because you've got the capacity and the heart to raise past a level where some of faculty distinctions will make a huge degree of difference beyond personal chemistry, and a solid opportunity to broaden your grasp on chemistry while still building the basis up seems pretty fantastic.
I think that you will do wonderfully at each and every school. I know that's not very helpful, but it's really all that I can offer =) Good luck with the decision.

...But who am I kidding? Of course I want you here, lovely! We your Penn Chem friends would definitely like to see it so. Penn is, as you know, Über-awesome, friendly, and yet academically hardcore. Philadelphia is gorgeous, chill, and diverse.. your brother is nearby (potentially very nearby, if he gets a job here), you'll probably be saving at least $4K in rent & food,... and visits to your parents and friends from home will be easily accessible via train, bus, and airplane: in both time and price!
Plus, Vicky and Joe B and Sergei are in Rappe's group, and they're awesome.

All four are great opportunities. It seems that each one will have you doing interesting work that you like.
My advice: go where you will be happy. Or happiest.
If you're not sure where that is, visit all the schools and see which one feels best.
