its a political cartoon, that even if i translated for you wouldnt make any sense.

Plus i dont know all those words. I can only speak to about a 5th grade german level.

Nonetheless, this is what i can make from it.

The first line: "The ministry expects to be more flexible. (Rauch in german is to smoke, but i dont know who or what they are refering to as "Rauch-kallat.") Rauch-kallat presses that in addition to 'zib' (dont know that one either), that you agree that the Landar and the Socialversicherungsanstalten (two different thoughts or parties in germany)need a more formal arrangement."

second frame: "Up to know, the rauch-kallat's reform plan has been overlooked. According to "Cure" they introduce..."

third frame: that the agenices should co-ordinate the care by spitaler ( dont know this) and arztpraxen (dont know this) co-ordination.
