As electrovst (Eric of Interface) said here, there isn't any actual echo going on in the track, except perhaps near the end, which isn't technically echo so much as layering (I think? Eric???).
It's the second song of two, the first being "Voices (Mono)," on which Eric sings. Lyrics and melody are similar, but his version is more looking toward the future and, obviously, with male vox. Also, the lyrics are more defined & expansive.
I based "Voices (Echo)" on his original lyrics and melody, but simplified them, almost deconstructed them, creating the idea of an echo of a past thought. Thus, they are set in past-tense, more or less, and the melody is perhaps a little more despairing.
