This is good I agree. Mind me asking why you don't think it should be pushed back up the grade? :)

the boring answer would be that it will have absolutely no effect whatsoever on people using, dealing, growing, smuggling or what have you, and would end up being a colossal waste of tax payer's money and police time. although saying that, i think they've largely turned a blind eye for years and years anyway.
the less boring answer is that really, at the end of the day, everyone loves a spliff! ;)
