In Europe the term "legal" is never used. Kids are considered adults at much younger ages than in America. So, yes, he is still 17 but legal.

It was actually a really good play. The scene where he's naked is suppose to be a love scene but he can't get it up because the horses are watching so he is completely naked for at least ten minutes. But as weird as that sounds, it was appropriate in the context of the story. haha I'm such a snobby theater-goer now!
