It looks like something like a pringle chip that comes to a point with an eye, an eyebrow, and feathers.

The top feathers don't look like they come from the center of the top of the head, more like it is coming from the far side.

The beak doesn't look like it fits the head either.

The only redeeming quality of this picture is the eye and eyebrown. Man that part is pretty awesome.
