I have to admit that I don't have much sympathy for people getting ticketed for running red lights (if cyclists are traffic, then they need to obey traffic laws), but 30 citations, and citations for things like not having a light, are obviously punitive and an attempt to shut the ride down. And requiring a parade permit is ridiculous!
(This isn't to say that I don't support the purpose of the ride, but I do think that traffic lights are there for a reason. Part of the reason why I don't ride here is that my neighborhood/area is so unsafe for cyclists due to drivers not stopping when making right turns on red!)
Hope the ride continues and that the police stick to giving tickets for any actual traffic-safety issues as opposed to nitpicky crap.
