Well, TVA has been in a rate jacking mood all year, via letting your local utility raise rates. Especially during the summer(due to a lack of cheap capacity at peak loads).

Some things to investigate though: Ductwork leakage(I have no idea what sort of building you live in, for instance, animals can get in to crawl spaces and tear a nice comfy hole in your ductwork to heat and cool their lair :) ).

Also, you might want to check billing dates, or even your meter reader. Lazy meter readers are known to sit in the local diner and "estimate" their reading routes.

Other "gotchas" include freon leaks, and/or emergency heating mode(that's very unfun, you still get heat, just very inefficiently, and thus lots of $$$).

Also, gas heat vs. heat pump. I presume you would know this, but just brainstorming things I've seen surprise people. Hot water heaters too: as they age they can less efficient.

try plastic over your windows, the shrinkwrap stuff. once you get it one you cant really see its there, and it helps. however, i am extremelly envious of your bill..... our jan heating bill runs about $300.... for a dinky apartment!!!
