Don't know who they are, but I'm sure they're not getting first look at much. I've got some trunk stories I could send them and not hold my breath. ;-)
They pay pro rates. But yes, there's very few submissions recorded on Duotrope. I've checked out their web site thoroughly. Sadly, I do not write their kind of thing as it would be nice to send a story away and not see it again for two years. :)
That they pay pro rates does alter it a bit, but still... The world being online has changed fiction a bit. Stories are often written, bought and published in a shorter period of time nowadays. 730 days could be "tomorrow's fish and chip paper," if you know what I mean.
