Call your hometown one anyway. If they do deem it worthy of investigation, maybe that would be enough to cause some change. He'll know that someone in the neighborhood made the call which could make him cautious.
OH! Or if you take my idea of offering to play with the dog, then maybe you should wait on that call. If he is investigated and you start making offers like that, he'll pretty much narrow down that you were the one that made the call.
I will call. I love dogs but I'm not confident enough to handle such a beast alone, plus my own pets need my attention first.
But really, the internet service is poor. I don't have to write her to know I should call my hometown SPCA. I did it because they offered the goddamn e-mail service. Blah.
Very useless *sigh*. And I hate calling to inquire about things. I feel stupid. Being able to read it on a webpage is so much better. If I don't get it on the web, THEN I call to inquire specifically about something. At least, that's how I proceed usually. Yay for SPCA to be caught in the stone age.
But I'll call later, just to feel out the situation. As Amanda said, I'm pretty sure they'll say it's not bad enough yet to warrant action, as horrible as it may sound.

So choose one option or the other.
