As far as I am aware the correct rule is still: i before e except after c when the sound is 'ee'

The only one in that list that's actually an exception to the rule is the technical words one (which seems reasonable). The rule exists for the instance where it's confusing not to cover every instance where the two letters are found in conjunction in the english language, cause that's just silly. Most of those 'exceptions' should be blatantly obvious. (Also you misspelled weird and forfeit.)

neighbour and weigh
glacier (They pronounce it gley-sher not gley-sea-er)
height
queueing
the technical ones
2 of the three random ones

The first time I posted the list, I misspelt a lot more than those two. Because I had been looking at them, my brain couldn't get arround the correct spelling. hopefully I will regain correct spelling over time.
