Portuguese novelist Jose Saramago, in his first major novel The Year of the Death of Ricardo Reis. I'm sort of trying to remove it from its context though, because it just seems like a fantastic all-purpose slogan.
The novel is fun and lovely, but not as affecting (IMO) as Saramago's later work. It follows Reis (a fictional identity of the Portuguese poet Fernando Pessoa) around Lisbon in the year following Pessoa's death, which was also the year that Fascism really got going in Europe.
