Probably to pay a toll.. Looks like that may be a toll booth on the left there, and that person may be a toll collector...

That's really cool. Any idea when they took down the "Rays Hill" lettering?

The lettering was there until at least the early 1980s according to http://www.pahighways.com/toll/abandonedturnpike.html.
