Is this person only talking to her SO when SO is present? Or the opposite? Or talking on the phone with her is uninterrupted unless SO is around? Or the opposite? Or is she not talking to her family unless the SO is there? What's going on?

It could just be that she's getting used to looking through her voice mail rather than automatically picking up a call, using it more like a typical land line phone. I know if I had a cell phone I would probably pick it up all of the time at first, and then gradually realize that calling back later is a viable option.
