You know, back then I kept wishing I'd stayed in Manila just a few days longer, so I could have helped. I couldn't reach any of the girls I met there for days and it was so scary... but I can't even imagine how terrifying it must have been for the people who were stuck inside the typhoon :x So I'm really grateful you shared this. It feels like something people should read. I'm really bad at the constructive criticism stuff, but I really at least wanted to say that /probably not even making sense
This was really moving, and all the more personal since they are your friends...I liked this ;w; I don't know if I can give useful con crit, but an honest opinion that I had while reading was that your lone sentence parts, like:
12 hours later, Kristine would regret welcoming the rain.
Ondoy was clocked at 85-110kph.
However, Ondoy was not consistent in its severity.
Classes were cancelled; because of a flood Rachel claimed made travel impossible.
It was a lie.
etc.
were a bit overused. I know you did that to emphasize some things but I think it could have been better if you only did it a couple times. It seemed unnecessary a lot of the time and I think it would be more smooth overall if you combined some of these with the paragraphs they followed.

I think however, that your metaphors are a bit weak and incomplete.
