Anyway, Mads' telepathy. What can he do, and does he use his powers?

More Gifted than not, yes, although not all are open about their abilities without some fashion of relationship first. You'll find your journal a good resource if you haven't used it much, yet... People tend to write many things they perhaps forget are logged unless destroyed or sealed from eyes.
As to his telepathy... he will read those around him if it suits him. He seems to require 'permission' of a sort before he has access to ones' mind, but it can be something he considers as implied permission rather than direct. I do not think he has extended his abilities as of yet, but now that the knowledge is out I would not be surprised if he begins to.

That's not as bad as it could be. The telepath I know can read minds, and even take control of people and make them do things.
[There's a lack of concern when he talks about those powers. Hooray for powerful mutants on the good side.]

That might be the case, but there have been few whose minds I have encountered that leave me feeling quite so ill, Scott. Mads enjoys the pain he inflicts and has no guilt over it. He was responsible for tests done to his own mother..
I am uncertain if someone that can do more than Mads is a good thing or a bad... I can only hope that said person was amongst those you trusted, rather than one you did not.
[Seriously, Mads' brain was not a pleasant place to pick around. She'd never get those emotional imprints disconnected from his mental image.]

I doubt there is much to be done save for just that... Anna has already killed the man once and it will lead to her punishment when the Lord here deems it time. I cannot think of much to be done unless he acts out first. I can sense if a mind has been altered or coerced, but only after it's been done.

If you were not aware, the natural laws do not operate the same here as you might be used to. Anyone dying will return, typically, between one and three days after the time of their death. They will suffer temporary amnesia that last a few days after their return, but otherwise the effects seem non-existent. I'm not willing to believe it's quite that easy, however...
Those found guilty of doing harm to one another, or to the Keep itself, are punished at the discretion of Lord Deior and the Headsman. The punishments are archaic and can be rather brutal and I would reccommend playing nicely with others if at all possible.

He's been here about a months' time now... and whatever it is he does, he keeps it to himself. Skulking about in corners and shadows...
