You know.. I'm sure that I learned this somewhere back in like 4th grade Music class or somesuch, but I had forgotten what the actual definition of these terms was. I guess I didn't relize how ambiguous beat was. I'm still left wondering whether I'm correctly describing songs as up-beat or whether I should be saying up-tempo.

Strictly it should be up-tempo if you mean fast. Although for common use the two are fully interchangeable.
In strict music terms the beat is usually the division per "bar" of music, i.e. 3/4 for waltz, 4/4 for rock-type things etc.
