I figured it out! Bush isn't really the savage war-mongering fool we all think. He's just playing dumb so he can save the world! Right now he's just stirring the pot so that in a few years we can have another world war, which will undoubtedly lead to a nuclear winter. And viola! No more worries about global warming!
