If you have a student who has been attending your undergraduate school for 4 years (meaning they already paid the application fee once), graduate programs at that same school should waive that student's application fee

Regarding the essay: I think they hope you've grown during your undergrad life, yeah. That's (usually) a long time, and quite a life-changing one. :)

I imagine you've grown - if not in the content of your essay, then probably in your writing style. When I was cleaning up my computer I found my college entrance essay - wow, what rubbish... ;)
