From a musical standpoint, you can be on time and you can be not on time. Being "not on time" is different from doing a note let's say a 16th of a rest later than on the downbeat that would sound "right."
Not being right on time can be a bad thing if it's not done in even intervals with your song. Meaning if it's in 4/4, which your song was, do notes on 16ths, 8ths, and quarters. Anywhere else isn't really going to sound right unless you're doing it for some strange stylistic reason. I can see this being done in sort of a freeverse type of thing where the vocals aren't actually vocals, but they are more closely seen as spoken words.
If anything you should work on getting things in the song back in time. Remember that my definition of in time is on even intervals, which I talked about above. Otherwise I was fine with it.
