Character Personality:
Initially, Roy may appear to be quiet, intimidating and aloof - not exactly the most approachable individual, and his appearance, with the eyepatch and all, doesn't exactly help in that department either. But there is, of course, a very tangible reason for the stillness that Roy projects.
Just a few months back, Roy was a Man on a Mission. Everything he did was carefully measured, calculated towards getting exactly what he wants by hook or by crook, and what he wanted was a total revolution within the military order that he served, even if it happened to cost him his life in the process. It may have looked like he was doing little else beyond chasing skirts to his equals, sucking up to his officers or finding every way to avoid work by shoving it off to his direct subordinates, but Roy was, in actuality, simply disregarding what he believed to be extraneous to actually accomplishing his goals.
Now that everything has been said and done, though, and now that he just might have lost even more than he had bargained for (which was quite a lot already), Roy may appear to be a mere shadow of the powerful figure than he used to be. He believes that he's fought the good fight, channeled just about everything he had in him and even a little beyond what he should have given if he wished to preserve himself into the Cause. Hence, it is clear that he isn't about to step back unto the battlefield anytime soon unless there's something he can really gain out of it.
In spite of that, it's good to note that Roy is still as dangerous as he used to be, when he was a hotshot out to revolutionize everything. He's confident, he's self-assured and almost always totally in control of himself - he seems to act and move more like a machine than a man, and back when he was still on the front lines, he was always the first one to step on the battlefield and the last one to leave it, no matter what. Types like him come very rarely, and there's a reason why they burn out quick.
Beyond that, however, Roy can make for rather charming company. He's sharply intelligent and witty, the sort with an delicious dry sense of humor and a quick tongue, and while he may get a little TOO intense at times, he's perfectly capable of adjusting himself according to the company he's in at the moment. Suffice to say, ladies tend to be all over him, but surprisingly, not too many are out to marry him. It's almost as if they know that he's not really seeing any of them, or interested in anything beyond some dates and maybe a one night stand (or two. Or three).
Just, unless you've got a damned good reason for pulling out a battlescarred dog like him back into the fire, don't ask him to fight another war for you. He is done with that.
Sealed Character Abilities:
Prior to his own military career, Roy is an alchemist by training - that is, he is capable of transforming and manipulating matter through ritual and symbols. As that’s a lot of ground to cover in terms of studying, Roy has decided to do the smart thing and focus on flame alchemy.
Roy carries a pair of white gloves on his person at all times - they don’t look like anything special to an outsider beyond the fact that they have transmutations inscribed upon their backs. In actuality, though, they're made out of spark cloth, which is flammable under the right conditions.
In terms of actual alchemy, Roy basically burns air. Air is made up, primarily, of two parts: hydrogen and oxygen. He combusts the hydrogen, and uses the oxygen to determine the direction that he sends the resulting explosion in. The ignition is done by the sparks created by him snapping his fingers with his gloves. At the moment, Roy can generate a jet of flame that reaches for about ten meters before fizzling out.
On another note, people commonly think that the snapping sound is a result of Roy snapping his fingers - it’s a signature of his down with his Academy buddies. In actuality, it’s the popping sound of the hydrogen and oxygen reacting together in the air.
Current Character Abilities:
Contrary to popular belief, Roy is not completely dependent on his ‘magic’. Roy is more than just decent in terms of hand-to-hand fighting, and he certainly knows how to shoot a gun. A guy like him won't allow himself to be helpless, after all, and was a quick study in all of his classes at the Academy, especially the ones that could help him stay on top both on the battlefield and off of it.
Another important thing to note is how Roy's personality and his own set of inherent skills make him an excellent leader. When he speaks, people follow about 99.99% of the time. He commands respect, and he isn't often denied. If he is, he's sure to come up with all the right reasons and means to make you respect him anyway.
Character Weaknesses:
Combat-wise, there are two major limitations when it comes to Roy and the kind of alchemy that he does. First: it’s not entirely sustainable during long engagements; his gloves are quite capable of wearing down, and they can wear down quickly depending on how much he pushes himself. Getting rid of his gloves will pretty much force him to resort to other means until he can find something else to spark up. Second: Roy is completely useless when it's raining, or when it's too wet for him to get the fire going.
It’s also important to note that Roy only dabbles in transmutation. While he can easily set something on fire or fix a glass that’s been broken, assembling a weapon from scratch or making that perfect cup of tea is another thing altogether.
Personality wise, the first thing to note is how being a Man With a Mission for so long has proven terribly detrimental to Roy's well-being and the people around him. After going on so long and stopping at close to nothing to achieve his goal, it's only natural that Roy has the tendency to use his charm and the skills at his disposal to manipulate people into doing exactly what he wants them to do. Although his heart's in the right place, it's second nature for Roy to think of other people as chess pieces, with the different aspects of their identities separated into two convenient boxes: 'usable' and 'useless'. Hard habit to kick, really, and it's for that reason that Roy somehow seems detached from everything: he doesn't really know how to deal with the fact that he's no longer on a battlefield, nor does he know how to be properly 'human' again, with properly 'human' concerns. He usually throws people off by being charming or deftly switching gears and diverting attention away from himself, but particularly perceptive types will probably notice it off the bat.
At the end of the day, Roy believes in no one but himself: he doesn't really trust people in general, and will always insist on getting down and dirty with things if there's something at stake. He seems outwardly friendly and charming, but he is actually guarded, detached and distant: he can move with people, understand people, empathize with people, but he will always hold them at arm’s length. Brief engagements are best for him; he doesn’t do long-term friendships often, for fear of giving too much or risking the chances of him having to compromise this friendship in order to do what he wants to do, or, even worse, end up losing it completely due to unforeseen and unfortunate events.

Why your character should be a Meister: Leaders aren't born, they're made and all that jazz, but that doesn't change the fact that Roy is most definitely leader material. Beyond the fact that he was trained as a soldier and a veteran of a very nasty war, he's also frighteningly charismatic. He's the type that draws people to him, effortlessly and almost unconsciously, and fortunately, he's got the sort of mind and good sense on how to delegate the right folks for the proper tasks. Or to use them, as he sees fit.

Soul Appearance: Roy's soul is a deep blue in color, the exact shade of blue that one can see at the heart of a candle flame. When it's expanded around him, a larger replica of the transmutation circle on the back of Roy's gloves is imprinted across the top, in the fiery orange-gold-red of fire. When its face is visible, one can note that there's a multitude of 'scars' crisscrossing over it's right eye of and its expression while never angry or sad, isn't exactly cheerful either.

Well, figured this thing out quickly enough. A communication device, is it? That'd assume there are people listening to me right now.
My name's Roy Mustang. Haven't got a clue why I'm here.

Third Person:
It used to be easier, getting up in the morning - if there was one thing that being in the military could do for a man, it's granting him the uncanny ability to operate on autopilot whenever he needed to, which was pretty much a given on the first instance of waking and all the way through all the little, menial details involved in preparing one's self for the day. Dressing up, fixing up, throwing on that uniform, marching off: steps towards a means to an end.
Once the means was out of the picture, though, that meant 'living properly'. Which was somehow equivalent to, heaven forbid, thinking about things. Which was problematic, because once you've been trained NOT to think, it was kind of hard to get back into the habit, and therefore very tempting to freeze up completely. To let gravity take hold and pull one under.
Roy could only wonder what they'd think of him, if they could see him now from where he was flat on his back and staring up at the ceiling, only half-heartedly attempting to muster up the strength to do anything beyond stay absolutely still. They'd scold him, surely, maybe resort to some physical abuse.
He was tired, though, so very tired, and none of them were around, hadn't been back at home, definitely weren't where he was at now. As such, he had every right to kick back, relax, sleep the day away.
Sleep, however, was not all that easy to come by, not when it was filled with dreams of flame, blood, pain, and monsters with human faces.
