Program Error?

This part of the program performed currectly:

IF HOUSE.DEM > HOUSE.REP THEN RUMSFIELD=QUIT

But this part didn't:

IF IRAQ.DEATHS > 2800 THEN RUMSFIELD=QUIT

Well, at least some of the logic worked.
