well, since the latter is fabricated the answer is pretty easy, for me.
Unless by 'care' you mean health insurance, then i would say that if people decided to not receive care because they don't qualify for a particular health insurance policy then that's their choice. Just because i can't find the 'perfect' school loan doesn't mean i won't pay out of my ass to get an education, which i think we can agree is a lower priority than personal health.
