It's not quite exclusive of proof. It has different criteria for proof that are revelatory. Which is real confusing in a world where every truth is supposed to be objective. Oftentimes however, people who have revelatory knowledge seem to be able to recognize it in others even in disagreement.

Where did the term "certainty" enter the discussion, and with what provenance? I'm just asking so I know the context.

Also, have you read Gadamer?

Oh, well I wouldn't want to base a philosophical deliberation on the nature of certainty on MY interpretations of Liber AL! :) So I'll leave that one alone... :)

But yeah, Gadamer, and maybe also the American Pragmatists Pierce, James, Dewey, probably in that order.
