As has been announced, captains for our divisions that were missing their own have been announced. Please welcome Madarame Ikkaku of the First, Kira Izuru of the Third, Abarai Renji of the Fifth, and Hisagi Shuuhei of the Ninth. please join me in congratulating them on their achievements, and in lending them all the support they need in their futures to come.

It's good to see you officially within the captains, Kira-san. The Third has flourished under your supervision, and I don't see that changing now. The wisdom of the other captains is at your disposal, and you could ask Otoribashi-san for any advice he has as well, should you desire.

Seems just like yesterday we were dueling and talking about this being in the far future, doesn't it? Congratulations on your accomplishment. Your captainhood may be rough at first, with the reputation that comes with it, but you're confident enough in yourself to deal with whatever comes your way.
I'd like to make a special request of you, though: keep a close eye on Hinamori-san. She is your friend from the Academy days, and I hope that it helps with her reluctance to accept a new captain, but I still worry for her.

Well done on your promotion, Hisagi-taichou. Lacking bankai has proven to not hold you back, and I don't believe you are far from achieving it in any case. The Ninth has functioned flawlessly with you at the helm, and I hope to see it continue unabated. If you need any help, don't hesitate to ask me or contact Muguruma-san for anything.

I am sorry you didn't get a fair appraisal. It was not my decision, and I don't believe any captain voted against you, but my hands were tied. Had you not been disqualified, I believe Hisagi-san would have been the one to not be promoted; I hope it is some solace that the man idolizes you and will value any words of wisdom you have for him.
