Within the game, Mitsuru Kirijo is the embodiment of the Empress Arcana. Roughly speaking, she is the embodiment of power, femininity and abundance.
Mitsuru and power are no strangers to each other, and knows how to utilise it fully. Born as the heir to the prosperous Kirijo Group and the only child of Takeharu Kirijo, Mitsuru had led a sheltered existence. Her life was luxurious and highly structured. Her father insisted on protecting her to the point of overzealousness, and thus it has created a sense of obligation within Mitsuru.
It was very suffocating.
Essentially Mitsuru Kirijo knew how to "kill" herself. To supress what she wanted for the sake of all she must do. She of course, was being primed to be the head of the Kirijo Group. Mitsuru has a great sense of "importance" and "responsibility". She fits into the role of leader very easily. It made sense for her to be the leader of SEES not just from a logistical standpoint but from a personal one - Mitsuru is charismatic, tactical and measured. When first giving support to the team, she was the right combination of encouragement and scolding to push the team further. In the face of powerful Shadows that appeared outside Tartarus, it was her quick thinking that stopped many more lives being lost. She is also able to look at people and situations and make commands as necessary. She is also good in spotting these traits in others, hence her giving the position of Field Leader to the Protagonist.
Mitsuru could have lived a spoiled life rather easily but instead she was instilled with a work ethic that seems far beyond what the smartest people are capable of. This of course, was furthered by the fact that she discovered her Persona at a very early age. Though she was unaware of what grief this caused her father, Mitsuru could only do what any daughter could do - make her father proud. This is why she was easily pressured to an arranged marriage as it was for the good of the Kirijo Group - Mitsuru almost loses herself in the greater good and the good of others rather than herself. This manifests itself in the way that she keeps the information about the true nature of the Shadows to herself rather than tell SEES and the cruel truth especially to Yukari Takeba. She cares deeply about her friends.
But on the flipside, she doesn't show this. Rather than believing it be a sign of weakness, Mitsuru simply doesn't know how to. In business and in science, emotions very rarely have a place there. She worries and cares about people deeply once she gets to know them yet she finds difficulty in expressing this, or has perhaps a strange way of doing so. The best manifestation of this probably her relationship with Akihiko and Shinjiro - she clearly cares deeply for both of them but she feels like that alone isn't enough to stop Shinji leaving. Thus, she feels responsible for his fall from grace, but not to the same extent as Akihiko.
Her time with SEES had really developed her as a person. Before, trust was a difficult concept for her. Mainly because Mitsuru felt like she could not endanger anybody or have people endanger themselves for her. Thus, she believes that anything she wants to do, she has to do alone. Many things are her burden and her burden alone. But at the same time, this is the very thing that brings her downfall as she finds herself in the confines of her own construct and desperately seeking a way to leave. Mitsuru allows herself several acts of rebellion - her motorcycle perhaps being the biggest one. It is her one greatest pleasure - to be able to be herself, without her name or her obligations to bind her. Though that freedom is momentary, it is partially what sustains her.
But SEES and the whole experience with the Protagonist allowed Mitsuru to confront herself, perhaps most importantly of all. The death of her father was her great personal loss. However, due to this she had learned to trust people and not be paralysed by the need for the greater good. In many ways, this was the lesson that her father was trying to teach her even from when she was small. Her social link with the Protagonist allowed her not to be burdened by her name and perhaps, consider her own needs more. And for this, she protects and ensures their wellbeing to the best of her ability. Perhaps one way that she shows her friendship is allowing her friends to be themselves and live how they wish.

[ Other Important Facts ] :
- Hands out a nasty execution for disobedience/incompetence/bad behaviour. This involves her freezing people.
- Her social link with Minato is maxed out. That means she has a bond with him that cannot be broken. However though she had/has romantic feelings for him, the "bond" really is more of a deep understanding of each other.
- With that however, she still has lingering feelings for Akihiko athough, that she doesn't quite know what to do with it.

She sat in the Command Room, frustrated. Frustrated at herself for the most part. Why couldn't Artemisia find any more information about Tartarus? Fuuka was better at this than her, but the poor girl was sick and Mitsuru couldn't let her even bring the Evoker to her head. For the time being, being support was her job and her job alone.
But what good was she if she couldn't help them? Shaking from the concentration of trying to scope out the higher levels of Tartarus, she felt herself growing tired. Was this the effect of the Tartarus or just Mitsuru straining herself?
Deep breaths. She felt herself ease as she saw that they had gone another floor up. With a hint of disappointment in her voice, she opened the radio link.
"This is Mitsuru. Sorry, I am unable to see anything for the time being. Could you go further up?"
"Senpai..." came Takeba's voice over the radio, clearly with concern. "Maybe we should just stop."
"No. Our time grows short. We cannot allow ourselves to stop."
Before anybody could say anything else, she turned off the radio link.
A few moments later, the teleporter activated and the team rematerialised. They came back to the first level of the Tartarus, mostly unharmed.
"I apologise for my shortcomings. I am sure you're aware that Artemisia is more combat orientated and we must go further. I..."
"Mitsuru." Akihiko put a hand on her shoulder. "Don't strain yourself. You've done all you've could. But we need Fuuka and we need you out there."
Mitsuru looked away, unable to face them. The time in which they had to make their decision was so close. But it was but a moment before she steadied herself and put a smile on her face.
"Good work today. Get some rest before school tomorrow. Yamagishi will be back tomorrow as well. The doctors have arrived and are tending to her."
