I think your first response was correct and honorable-- politely confront the person about the problem. But you tried that, and didn't feel safe continuing. Not much option but to put up with it or get the authorities involved. That's what they're for. The officials won't disclose who complained, even if they're asked.
One thing that might help is to find the exact ordinance that applies to barking dogs. Last time I had to deal with this I was in an area where they had specific requirements for when and how long a dog could bark before a complaint was justified. A couple of recordings of continuous barking gave them all the evidence they needed.
