I hate the term Chav, it makes my flesh crawl. It stinks of little more than the Middle Classes herding those they believe their inferior into one convenient box. When i was a kid it was a derogatory term for Gypsy Kids, i even got called it myself, despite not being a Gypsy

Seems to me that its attitude that makes people rich and poor in England today - attitude to life and education that is. Not saying that the attitude doesn't stem at least partially from environment though, but the idea of class doesn't seem to hold that much weight anymore.
I think the term Chav is more a derogatory term used by older people against modern day teenagers - it seems to have a "moral panic" element to it similar to the way in which the term punk was originally used. You know: "oh the youth of today" and all that :)

Thats basically on the same wave-length as what the self-proclaimed "Chav spokesgirl" [yes, she did exist!] was saying on radio 4 the other week - why become educated when there is nothing to be educated for? I definately thought she had a point, despite the fact that I'm basically an ARSE [arrogant self educated] :)
I think society reaps what it sews - and in this case the vested interests want people more skilled but less educated. They want robots who perform tasks without thinking.
