When Fate is first introduced it is as Nanoha's rival, her objective in attaining the Jewel Seeds reliant on an innocent, childlike wish to be loved by her mother. Even when Precia punishes her severely for her failures she still holds tight to that image of a kind, gentle mother; for her it is only natural to do as her mother says and believes that in doing so her mother will go back to being that ideal mother she remembers so fondly. Of course, these are not actually Fate's memories, but the memories of her older sister Alicia transplanted into what is a clone of the dead girl. It is only after becoming friends with Nanoha that she is able to bounce back from her heartbreak of having learned that her mother resented her all along for not being Alicia, and it is with her friendship with Nanoha that she is able to become a stronger person.
More so on the quiet side, Fate is a shy but well mannered child, and it is through her positive relationships with others that she is able to warm up to people more and show her gentler side. Having spent a long time keeping her emotions boxed inside of her, with only her familiar Arf to confide in and depend on, she's not used to dealing with people and can become hesitant in forming different, new relationships. This is certainly true of her relationship with Admiral Lindy Harlaown, and her role as a mother figure takes some getting used to for Fate, who is filled with a happy yet reserved sense of anticipation in having someone to call her mother.
Intensely loyal to those she forms ties with and a dedication towards excelling in magic that was first instilled in her by her mother, Precia, Fate is what one would call a prodigy for her age with an affinity for lighting based magic, as well as a specific focus on lighting speed to one up her opponents; she also independently learned how to create a familiar of her own behind her mother's back. Also, as intensely loyal as she is, she can also be stubborn due to this, and when her and Nanoha were at odds before becoming friends none of Nanoha's words or attempts to reason with and help her were able to get through. Having experienced such things for herself, she is able to understand and see in the Guardian Knights of the Book of Darkness what she herself was like before finally being able to accept that helping hand offered to her, and as such is able to empathize.
Even after having faced such hardship, Fate is able to accept the reality of the here and now in order to move forward and protect what is most precious to her over the past life that she had always wanted, even when sucked into a false dreamworld by the Book of Darkness in which she lives the happy life with her older sister Alicia and a kind mother that she had always wished for. Having caused a fair bit of trouble in the past in trying to fulfill her mother's wishes, she is resolute in her conviction to do right and make up for her past mistakes, and for her the simple childhood pleasures of having friends and a family to love dearly is what means the most to her.

[The video feed turns on, revealing a mildly nervous nine year old girl with long blonde hair tied into two ribboned pigtails holding onto a Pichu. A small noise comes from her mouth as she realizes that the video has been turned on, and as though preparing to take a big leap Fate pauses a bit before finally speaking.]
This is Time-Space Administration Bureau Part-time mage, Fate Testarossa. [Another pause after such a formal introduction.] This... isn't Earth, is it? There was a lady that said she was my mother, too...
Nanoha, Arf, are you here? Admiral Lin- [She stops for a moment to correct herself, shyness tinging her cheeks a light red.] ... mother? I can't find Bardiche, either, and none of my magic seems to be working.
Can somebody tell me which world this is? It doesn't seem like an administrated world. [Frowning in confusion, she glances down at the Pichu she's holding close to her.] ... I'm not really sure what I'm supposed to do here. He looks like he can also use lightning magic, though. I think he deserves a name, but I haven't decided yet...
Third Person Sample:
Even despite the fact that she wasn't a normal nine year old, when Fate woke up in an unfamiliar bed only to learn that she was on an unfamiliar world and that she still didn't know if any of her friends were here, the distress one would expect of anyone kicked in. Even so she was quiet and didn't kick up a fuss or proceed to ask a million questions, all of her nervousness and apprehension toward this new situation staying bottled up inside of her, the only indication of any of this being a look of mild bewilderment and silenced confusion.
But when a woman she didn't even know began to talk to her about going on some journey and claimed to be her mother she was even more shocked. Unlike the time when Fate had been sucked into that perfect dreamworld crafted by the Book of Darkness in which her mother greeted her with a warm and gentle smile, this woman didn't even have the face of her mother to hide behind in the first place. So she knew, irregardless of what the woman said, that she wasn't her mother, but the encounter was still enough to instill a sense of uneasiness in her as her mind wandered back to that time.
Having been handed a small, unfamiliar looking animal that was apparently called a Pokémon according to what she'd been told, she found herself holding onto the animal, so innocent in the way it looked up at her that it reminded Fate of Arf in her puppy form, in an effort to draw some small sense of comfort. She knew she wouldn't get anywhere just dazedly standing around, and the urgency in which she needed to find her friends told her what she needed to do. As nerve wracking as it was holding the PokéGear in her grip, Fate thought back to when she was first introduced to her new school and her new class, and how she'd instantly felt a sense of relief seeing Nanoha's warm, reassuring smile. More than anything, she wanted to see her friend's smile again, so she couldn't lose to something like this.
