I'm pretty sure it was a voice recording. Either that or they didn't really care if the person on the other line was listening or not.

Ah yes, those...I get them and it's annoying; not only because it ties up your phone forever, but I'm too lazy to get up and turn the volume down so I have to sit and listen to the recording...until I crank the volume up of whatever it is I'm watching.

Odd one, not really phone spam, but it was a recorded message from the Sheriff's Office regarding a home invasion in the area. It was sort of a reverse 911, letting people know about it and to look out. It was odd because it started playing in the middle of the recording, then it played not once, but twice more before finally hanging up.
