Id believe it in a heartbeat. And maybe it's a fair phenomenon. Reading seems to be a less and less desirable skill. Or maybe that's just me being curmudgeon, I don't know.

I will try to unpack this for you. I hope your translator can manage.

Author Pat Cadigan used a metaphor to compare Robert Cormier to a successful rock music performer (a rock star).

Groupies are young women who make themselves sexually available to famous performers. They signal availability by throwing their underpants on stage. (I do not know if this actually happens. It might be a myth.)

Librarians like writers such as Robert Cormier very much, because many teens choose to read Robert Cormier and other YA (Young Adult) writers. Librarians are happy when teens read and appreciate books, so they are very happy that Robert Cormier (and others) attract readers.

So the metaphor suggests that librarians are extremely happy when Robert Cormier appears at their conventions, and they treat him like a rock star. It does not mean that they actually offer themselves sexually. It does not mean that they throw underpants to him.
