There is a long history of political dispute behind this issue. There are 3 streams of thought :
Elitist - only privileged aristocrats can appreciate high art/music (only bread and circuses for the plebs)
Egalitarian - everyone can appreciate high art/music (coerced state funding of opera)
Sensible - some people do and some people don't - it's not necessary to restrict it to the elite or to force it on the apathetic.
As long as some people like an art form, they can subsidize it with their own money. If there are too few practitioners to keep it alive, then it dies.
