I would like to be grievous bodily harm...I could cause horrible accidents by increasing the speed limit on all roads and deny the money for salt and plow trucks during the winter...That should cause a lot of traffic pile ups on I-94 with much carnage...it would be a good thing.

I think that would be the horseman known as Traffic Accidents. Grievous Bodily Harm just goes around starting massive brawls and bar fights. Kinda like war but on a lesser scale.
