I found out why! :D It's a project and the upperclassmen have to take care of it, like it was a baby. It's charmed to act like a baby and its a big part of their final grade for Muggle Studies :3
That sounds like such a hassle! I don't think I'll take Muggle Studies when that time comes, but, y'know, won't have to think about it for a while, being a first year. Heehee.

They're paired off into teams of 'mommies' and 'daddies' and they raise the 'baby', or sack of flour, like as if they're muggle parents. :D
I thought it was kind of silly myself, but apparently they've got it for a big grade!
