I really hate how your money isn't "yours" with jerks like that. Even if you did have change in your car, it's not his business. You shouldn't feel obligated to give him money because he needs it and can find it. I don't even think I should feel obligated to lie to people like that...
Here's a tip, though... If someone approaches you looking for change, beat them to the punch and ask them first. It's amazing what being on the other side of the fence is like.
