It looks like you're really qualified for that, unless I missed something or have misunderstood your degree/previous experience

I don't know what you make, but I'm guessing 75k to 100k would be a raise...

The key part of that is that it is a GS-13. In order to get that you need to spend several years at a GS-12, and before that several years at a GS-11. If I were to work for NRCS - I would start out at a GS 6 or 7. My co-worked in my office is a GS-11 after working there 12 years.
