Great questions!

I'd like to believe he's primarily a human who can turn into a dog, but it's curious that when he's tasered by the alchemists near the end, he turns into a dog ... but maybe that's a protective reflex or something.

In one story that I wrote, I just referred to him as the Royal Tutor, but I figured that as part of his job he also did magical research, studied ancient & contemporary magic, and acted as a resource person in general. I assumed he was also a very powerful magic user.

In another one, I decided he really ought to have a name, so I called him Professor Patmol - Patmol is how the French Harry Potter books translate Padfoot (the nickname of Sirius Black, another human-to-dog shapeshifter

I get the feeling that a lot of authors just don't know what to do with him, so they have him standing around saying "let the light flow through you" over and over.

I thought it was very curious that he was in the room (in dog form) when the Sorceress killed DG, and didn't do anything to stop her.

My personal fanon is that shapeshifters, as a race, are not generally liked in the OZ.

That fits extremely well with the no-good-time-for-beast-into-man-moment issue you pointed out earlier! It also does something interesting in making the actor's race function as a code for the shapeshifter race issue.

Well, in the mini, Tutor said he was locked up for 15 annuals but Az didn't wrest the throne from Lavender Eyes until much later (at least, that's the sense I get from watching Glitch's memory of the Queen, where Az was all grown up and leading a coup). From a continuity POV, that always seemed weird to me.
Maybe he really lost track of his sense of time or The Sorceress put him somewhere (like that Globe thing) where time moved faster inside then on the outside?

Okay...Tutor is not his name, it's his title, but since he came into the girls' lives when they were so young that's the only thing he's known by. Azkadellia probably knows his name in a vague way, ditto for the Queen and royal staff, but after so long it may as well be his name.

Tutor does have family, but that's sort of Plot.

Despite rissy_james's excellent point in response to my Silly Hat Day comment, I personally believe that Tutor has more power than shifting. I think they are extremely weak, that his greatest power lies in shifting, but he can do more

Ah, you probably haven't seen or been interested in it b/c it's gen. It started out as Cain/Az in my head but stubbornly refused to go there in spite of plots to the contrary. I've also had suggestions (or assumptions) from commenters about pairings (Jeb/Az, Cain/DG) but that wasn't where the story was going. And now I'm thinking of giving everyone an OC love interest out of pure contrariness >:)

I like to believe that as a society shifters have names difficult for people to pronounce and so everyone just calls him Tutor 'cause it's easier. But I was raised on Spock "You wouldn't be able to pronounce my last name

In my fic, Tutor is his title since he's a teacher of magic and that's his job for the Royal family. He's also a descendant of Dorothy's Toto. How? I haven't worked that out yet. It's the O.Z., where mobats can live in breasts. ;)

I also like to think that he's very intelligent. I like to think that he double-crossed the Sorceress in the mini. He made difficult decisions in the mini that I'm sure pained him. He had to leave the boys to the Longcoats to follow DG because he knew that keeping an eye on her was more important at that moment (he had to choose her over the boys). If it wasn't for him telling the boys where she was, Cain would have ran around in circles looking for her and Ahamo in the Realm of the Unwanted.

I know I'll have more as soon as I can wake up and get a full cup of coffee in my system.
