Well, mobile phones can be more conveniently to hand than a desk phone. It's possible that whoever was responsible for communicationg the decision was away from their desk, was walking somewhere, all sorts of things.

I quite frequently use my mobile for work purposes - though that's usually because my manager's number is programmed in, which isn't the case with my desk phone.
