Seems like you'd be comfortable navigating a grid overlaid with diagonal streets, since we have that here as well. :-)

I do not know about the GPS in DC, but it wouldn't surprise me. Maybe they have selective availability still turned on there.

No, sometimes they're just wrong. Garmin wants you to drive a block past my house and then turn around and come back. Magellan wants you to take the wrong freeway exit and make a U-turn. And this isn't exclusive to DC, either. Last time I was at Zingermans in Ann Arbor, Garmin wanted me to drive around the block forever. After mindlessly doing what it said and realizing that I'd seen all of this before, I turned left and it righted itself.

DC is always a nightmare to drive in. I haven't been for around 5 years but I'm guessing it gotten worse not better! I don't have much faith in GPS units...they work sporadically for the most part in cities without the modern grid pattern.
