Ten years ago at 10:54 in the morning, the Nisqually earthquake shook Pugetopia for 45 seconds, knocking stuff off off walls, me completely out of my seat, and the after effects are still felt years later, at least metaphorically. Mmmmm. How much advance warning is there for earthquakes to trigger the flashing lights? What happens to those poor souls who are in the middle of the viaduct before the lights go on? Demolishing it is the only solution in my view.

If they're in the middle of the viaduct, it means they made the grown-up decision to drive on it. The viaduct has stood for ten years without coming down, I think the tunnel is a make-work project. Guess we just disagree on this topic. Nothing wrong with that.
