New Orleans shouldn't be drained and rebuilt. The people should be evacuated. Then the place should be bombed to prevent the rampant spread of disease. Then it should be filled and rebuilt, because otherwise if they reconstruct the levees and don't radically redraw the city layout this shit is going to happen all over again in 50 or 100 years. SUVs
