HDTV issues

Anybody know why this happens? This being the way cool red and blue vertical lines. (I'm seeing it on the TV too, not just from my capture card)

Looks like some of the signal processing circuitry might be fried. The lines don't appear in one place all the time, do they?

I am not an electrical engineer, but...

(prepare for me talking out of my butt)

I'm going to go ahead and guess that either your cable company or the ABC affiliate (or even you) has something that causes a something akin to a ripple (like the good, old fashioned 60Hz ripple we all learned about back during Embedded Systems Programming class) in its signal.

I like how in the image you posted above, the effect is boosting red (or lowering blue) and on this image it's doing the opposite.
