I am so disappointed in Hazuki Kei's storyline so far. I must have done my stats wrong or not picked the correct date spots throughout my playthrough, because I'm almost finished and almost certainly will get Hazuki's confession, but I've gotten like...two or three unique CGs out of him. No background, no *wink nudge this is your prince* moments,

It's been a long time since I played, but I remember Kei CGs were quite tricky to get. For most of them, you have to be in a certain place, in a certain season with a certain level of affection (level X, no more and no less, whereas with other guys usually is a 'from level X-onwards' type of requirement) I'd recommend you check a dates-stills FAQ to know where & when to go to get them all.

For the rest, you should work at the cafe, it's the only way to get some extra Kei moments.

Gah, and here I expected the hard part to be the skills, not the story itself. Why are you making it so difficult to play the story you set up for me, Konami?

I'll have to read the FAQ more closely and start over...

It's been a long time since I last played, but I do remember he gets the special ending with the ring and the storybook if your stats are right (all around 150 I think) and blushing affection. I don't quite remember where the "this is your prince" moments were, but they were a lot subtler than in TGS2. For CGs, it's best to consult with a guide, especially for ones that require you to go to specific places during specific seasons/affection levels/stats.

Is over 150 a bad thing in this case? (Most of the stats require 150+ but I think Charm + Social only need 100+ for his actual confession...I don't know if that applies to the real ending though.) I'll give it a look! (While I was struggling to get Himuro's remedial session in Himuro's route, somehow I actually ended up seeing a scene with Kei's history that my actual Kei-save didn't. Pfffft. This game.)
