No Substance is just Graffin running amok. It's like, when he presented all of the songs to the rest of the band, they all went "ok, whatever you want Greg." It's not bad per se (there's just no such thing as a poor Bad Religion album), but some of the songs, like "The Hippy Killers," or "The Voracious March of Godliness" are just unbearably over the top... "In So Many Ways" is one of my all-time BR faves though...
