Here is a crazy idea. Have the USN mock up a cargo ship with some hidden deck guns and a team of SEALs. Sail it off of Somalia. Pirates come along, surprise!

Not crazy at all. It's in the Constitution. Congress may issue letters of marque and reprisal. I bet there's thousands of former Navy guys and gals who'd love to go pirate hunting.

They can start on the Potomac. :D
