Are the fines for long lawns for brush fire reasons? I know that is true up in Nor Cali.

Nope, the fines are for not keeping your lawn cut and trimmed, or something like that. Also if the city cuts your grass, you pay out the ass for it, so in effect you can be fined for not cutting it and charged for the city doing it.
